PROJECT DESCRIPTION: The PROJECT FOR STRENGTHENING THE CAPACITY OF THE JUDICIAL SECTOR TO COMBAT TRANSNATIONAL CRIME, FINANCIAL CRIMES AND CORRUPTION IN PANAMA (CTOC+) seeks to hire a natural person to lead three regional theoretical-practical workshops on issues related to organized crime, financial crimes and corruption and prepare a characterization report identifying relevant typologies, comparative analysis of crime patterns and observed asymmetries, as well as critical nodes of the institutional response, especially of the criminal justice administration system. Based on the interactive exercise in each region/province, it is also expected that a methodological exercise will be developed to reinforce the concepts discussed at each conference and determine the training and capacity-building needs that need to be addressed. 3. LOCATION(S) OF ASSIGNMENT David, Colรณn, Santiago. (Panama) 4. TERMS OF REFERENCE, DELIVERABLES, AND DELIVERABLE SCHEDULE (All applicable taxes, fees, and other costs must be included in the proposed price.) Estimated Completion Date: November 4-15, 2024 Milestone: Technical proposal Deliverable: Technical work proposal that must contain . Conference screening for each province with: Analysis of the main criminal behaviors of organized crime that affect each province and sources of information. Concepts to be reinforced, analysis and research strategies according to the competencies and profile of the entities participating in each workshop. Design of a methodological exercise that reinforces the concepts discussed at each conference and determines the training and capacity-building needs that need to be addressed. Percentage of total: 20% of total Estimated Completion Date: November 18 to January 31, 2024 Milestone: Conference and methodological exercise by regional workshop (x 3) Deliverable: Realization of the face-to-face conference/workshop and methodological exercise in accordance with the technical proposal and projection approved by CTOC+ and delivery of the report of each workshop. Percentage of total: 60% of the total (20% for each conference and report per workshop) Estimated Completion Date: February 28, 2024 Milestone: Report delivery Deliverable: Delivery of a consolidated report that includes findings from each workshop that includes: Overall results of the year Main concepts and strategies addressed Outstanding training and capacity-building needs Satisfaction survey Recommendations Percentage of total: 20% of total Total = 100% 5. EVALUATION CRITERIA - Score of 100 Does the proposal clearly explain, understand, and respond to the project objectives as outlined in the scope of work? (35 Points) Proven knowledge and experience with similar projects. (25 points) Staff Qualifications - Do the proposed team members or individuals have the necessary experience and capabilities to carry out the scope of work? (40 Points) 6. DETAILS OF THE SUBMISSION OF PROPOSALS Term. Proposals must be received no later than Monday, October 7, 2024. Late proposals will not be accepted. Proposals should be emailed to proyectoctoc-panama@padf.org. All proposals must be submitted following the guidelines indicated in this SdP. Validity of the offer; Proposals, including cost/price, will be valid for 120 days from the submission deadline. Clarifications. Questions can be sent to proyectoctoc-panama@padf.org. by the date and time specified in the schedule below. The subject of the email must contain the number of the SdP and the title of the SdP. PADF will respond in writing to clarifications submitted by the date specified in the timeline below. Answers to questions that may be of common interest to all applicants will be posted on the PADF website and/or communicated by email. Amendments. At any time before the deadline for submission of proposals, PADF may, for any reason, amend the SdP documents by means of an amendment that will be published on the PADF website and/or communicated by email. Schedule of events: Request for Proposals Issued - September 27, 2024 Submission of Full Proposals - October 7, 2024 Interviews for Successful Applicants - October 8-11, 2024 Applicant Selection - October 14, 2024 7. MINIMUM REQUIREMENTS Natural person Undergraduate degree in law. Postgraduate studies at the specialization or master's level in criminal law. Proven experience of holding positions in the justice sector related to the analysis, investigation or prosecution of organized crime. Proven experience as an international consultant in programs related to organized crime for the justice sector or law enforcement in countries of the region. Proven experience as a teacher in training programs on organized crime issues for the justice sector or law enforcement in countries of the region. Studies at the postgraduate, specialization or master's level in teaching are desirable. Demonstrable knowledge of criminal policy, the justice system, the accusatory criminal system and criminal litigation is desirable. Professional experience of no less than 10 years. 8. PROPOSAL DOCUMENTS TO BE INCLUDED Signed cover page on the applicant's letterhead and with their contact details. Technical proposal. Corporate capabilities, experience, past performance, and 3 customer references. Please include descriptions of similar projects or assignments and at least three client references. Qualifications of key personnel. Attach a curriculum vitae demonstrating how the proposed team meets the minimum requirements listed in section VII (Minimum Requirements). Technical approach, methodology and detailed work plan. The Technical Proposal must describe in detail how the applicant intends to carry out the requirements described in the Terms of Reference 9. TERMS AND CONDITIONS Settlement Outcome This SdP does not obligate PADF to perform a contract, nor does it obligate PADF to pay any costs incurred in the preparation or submission of proposals. In addition, PADF reserves the right to reject any and all offers, if such action is considered to be in the best interest of PADF. PADF, in its sole discretion, will select the winning proposal and is not obligated to share the results of the individual evaluation. Confidentiality All ownership information provided by the applicant will be treated as confidential and will not be shared with potential or actual applicants during the bidding process. This includes, but is not limited to, price quotes, cost proposals, and technical proposals. PADF may, but is not obliged to, publish the agreements on its public website after the bidding process has concluded, and the contract has been agreed. The results of the PADF assessment are confidential and the applicants' scores will not be shared among them. Protection from Sexual Exploitation and Abuse (PEAS) As part of the contractor's internal controls and the standards of conduct for employees, the contractor must ensure that its employees adhere to these standards of conduct in a manner consistent with the United Nations (UN) Standards for Employees in Section 3 of the Bulletin of the UN Secretary-General - Special Measures for Protection from Sexual Exploitation and Sexual Abuse (ST/SGB/2003/13). Small, Minority, and Women's Business Hiring PADF will take all necessary steps to ensure that minority businesses, women-owned businesses, and businesses in areas with surplus labor are utilized where possible. Disqualification and suspension Entities that appear on any exclusion list, Agreement Management System (SAM), Office of Foreign Assets Control (OFAC), United Nations Sanctions List, and other watch lists, will not have their bid evaluated and will not be eligible to receive any sub-agreements that may result from this Request for Proposals.
