  • Place of work: Remote (home-based) Start date: July 2023 Duration: 4 months Assignment Description: General Objective: Technical assistance in the preparation of the inter-institutional protocol on political violence and practical guide that makes it possible to operationalize the responsibilities established inLaw 184 of November 25, 2020 Specific objective: Build in a participatory manner the inter-institutional protocol document that coordinates the actions of the competent entities to prevent, address and eradicate political violence against women, as well as for the resolution of whats cases. Prepare a practical and didactic guide on the care route for political violence for socialization, awareness and training. Scope of servicesReview and document experiences at the regional level of protocols, framework laws or other legal instruments to address casesThose of political violence, political harassment, among others, that can serve as a reference for the development of the protocol of political violence in Panama. Develop a conceptual framework, areas of protection and complaint channels framed in Law 184 on political violence, its Regulatory DecreeNO243, the amendment included in Bill NO910 and other pertinent legal instruments. Establish the mechanisms for attention, measures and procedures applicable to cases of political violence, with cultural relevance, based on the provisions of Law 184. Creation of the rut1edf014045db26d31a02a5bbb8891997a of action for the institutions that receive complaints or those that the law indicates with competences against political violence. Identify the internal or external addresses to the institutions that implement the necessary law to attend to the cases and/or file complaints on the part ofpeople affected by political violence. Prepare a directory of the addresses and institutions that will be part of the action protocol. Design and facilitate spaces for consultation and validation of the protocol prepared and the practical/didactic guide together with the institutions and organizationsones of the technical table. These consultations should include people from public institutions, men and women from political parties, political women's organizations, civil society organizations, the media, taking into account the diversity of women (indigenous, Afro-descendant,with disabilities, among others). Prepare a practical and didactic guide that includes the routes to denounce political violence against women. Support in virtual meetings with the technical table for monitoring and development of the project. Prepare a final report of the consultancy that contains bGood practices, findings and recommendations for monitoring the implementation of the protocol.
